I don't really understand how this is solo blues really... shouldn't they be performing to the audience instead of to each other? Technically, it seems like they are still partner dancing, but just not connected, since they're playing off of each other instead of just focusing on the movement and connecting with the audience....

This is called a Solo Cuttin' Contest, because you can also have a partnered(or even group) Cuttin' competition.

While social partner dancing can be seen as a conversation between two people, cuttin' is like an argument or a debate. You are still communicating with the other person.

The audiences joy comes from the constant attempt of one-up-manship, not from a single dancer trying to entertain them.

Tap, Break Dancing, and House Dancing have all had this type of competitions, as well.
