Good question. I think cold electricity is much more granular form of energy. Tesla said it would show up before the normal electricity.
He also said it is what makes electricity and permeates all matter. Kind of like the matter of matter.
I think he is right and that it is possible to generate it normally. I also think it is a cooler energy. But in very high voltage levels can easily kill someone.
question 2: good question I think SEC is doing it.
