It's pretty obvious. The voice over claims that this unit is entering Vichy, so that wouldn't quite Germany in 1945, would it. Moreover, these guys look too old and pudgy to be SS in 1945. Not to mention the fact that the way that the cameraman turned and followed the unit is not consistant with newsreel footage that I've seen.
