I've drawn out what this looks like in 3-D, and observed it's movements. I do believe it is most likely a kite. The wind catches within it in a certain way that makes it spin in the air and it drifted much like a kite. It has a hole right through the center for aerodynamics and resulting in the apparent light/energy source. Sorry, but I don't believe this is a UFO.
