Some new CPUs consume almost zero wattages when the system is first turned on. And this is why some 2.2 spec PSUs might not power up the system. With Spec 2.3 PSUs the 12V CPU load requirement has been reduced to resolve this issue.
Yea, some 2.2 spec PSUs are really efficient. Intel's 2.2 spec only recommends a 75%+ efficiency for the 2.2 spec though. The 2.3 spec however recommends a 80%+ efficiency. If you getting a new PSU get one that's 80 PLUS certified.
Does a i5 2500k is considered a cpu that draw next to zero watt at startup ? I wonder if my Corsair TX750w (not v2) can do the job.

im buying this motherboard and the manual says it requires an ATX power supply. would a ATX12V work on that motherboard anyways?

Bought a new Corsair model (850w) and its 2.2 but it says on the box that its 80% efficient. I doubt I'll ever pull all 70 amps on the 12v rail.

The EPS 12V Spec is different. Check to see if it's ATX 12V 2.2 or 2.3.

I believe the antec truepower quattro PSUs are ATX 12V 2.2 spec.
