The wider arches are not specifically for bigger/wider tires although it does allow the m to be outfitted with bigger/wider tires. The main reason is the wider axles which gives the m3 a more aggressive stance then the regular 3 series. The regular 3 series have a totally different frame from the m, the M's frame is actually much lighter and is 2 piece frame.

I have been an owner of an m3 and was VERY SATISFIED with it for the first month. After time with it the ONE thing that really bugged the hell out of me was that stupid M3 suspenstion. I know their Sport suspensions but if you are buying an M3 for a daily driving car, DON'T. You will hate it. On this video you can actually see some of the stuff I'm talking about such as on 5:37 where the camera starts to really shake is an example of a small bumps on the road. It gets really annoying.

@ItsssMatiiinnn and after 5:45 or so it really shakes and yes... Those are small bumps/cracks on the road. They feel as if your car is being damages or what not but its not. Its a really FUN car but after a while you just get really annoyed beyond your mind. This is just some advice to future e46 buyers.
