it's supposed to be ironic, but since those clips were taken out of context, it does seem conservative. they were part of an SNL TV Funhouse segment where Bush is proudly revealing their (GOP's) new election ads for the week. They're Halloween themed because it aired at the end of October. The fake ads are playing off the recent press the GOP received for their "stakes are high", ticking bomb, terrorist ad campaign.
