@GatameOne qerqs3 I would guess is right. From a certain height, falling into water is the same as falling on concrete because of the sheer amount of speed you would generate from the fall. In this case, Flash was going at an incredibly high speed similar to falling and ran into a bunch of water droplets similar to a bunch of concrete balls suspended in mid air. The effect: It's like running into a cheese grater.
