@MegaFederation They're there to look cool, and to show that it is a Stargate, and to show that the Gate is active, i.e. Dialling or being dialled to.

@MegaFederation The 9th Chevron does do something, same with the 8th, We could never figure it out and in SGU they do.

Yes it does, 9th chevron is for intergalactic dialing(for galaxies that is very far away from each other), 8th chevron was for local galactic traveling...

@Matu1 Actually, I think that the ninth chevron address is only used to get to the Destiny, while 8 chevron addresses are for dialing another galaxy (no matter how far it is).

@Serdaroth the nine chevron address is not really a address, its a code, thats because destiny is moving through space and is not a fixed place in space or so i read
