he lost the Shukaku due to the akatsuki removing the biiju from his body and storing it to be used as weapons in their next war. This jutsu kills the host, but due to Garra's grandmother (chiyo) giving her life (with Naruto's help) to restore him back to life. He still has his mother's protection with the gourd of sand. He is still able to manipulate sand before and after the bijju removal.
