@Lkenmaner No it's the same for Morgan. I think Deirdre and Lal also share the same OST, and Miriam, Zakharov, and Santiago all get their own unique one.

From the instructions it says that Yang is immune to inefficiency for Police State and Planned social engineering choices, but when I choose Police State and Planned I still get a combined -4 efficiency rating instead of being immune to it. Do you have this problem?

@donkwich the lower right corner of the social engineering box? nope. When I select police state and planned for the Hive I get a -4 efficiency rating.
