The original art work of the character and most songs are created by ZUN but there exist a giant amount of fan-art,fan-fic and remixes. There are even a fan made anime episode,google Touhou Doujin Anime Project and I think you'll find it.

From the singing, it could be Vocaloid Gumi, it's not Luka cuz she doesn't sound that flowy.

but my best bets are that it is a human, because there's no statement on the Nico Nico Brodcast that it's any Vocaloid.

Also, the singing is very realistic, but that can be obtained with Vocaloid with Vocalistener or a hell of a lot of playing with Vocaloid.

FL-chan is only a beat program right? I used the FL-chan program before and there was no voice I could find. (Just the cute dancing mascot lol) It's the reason for her almost never speaking in Vocaloid videos. (Like how she was the one talking to Meiko in various feelings to encourage her.) I've heard of people modifying Vocaloids and UTAUs voice to let her 'sing' too, but I've never heard of her actually getting an official voice. o_O If she does have one now, point me to it?
