The international money that is invested in Securities comes from Reserve accounts that are opened when we buy goods from another country. When you say that China holds 8.4% of the debt, you are saying that China has 8.4% of the savings held at the Federal Reserve.

Not one country on the entire planet has a balanced budget. There's something about deficit spending. It's cheaper to buy now than to save and buy later. Ask any economist. And we're not buying from China, our debt is owed to foreign investors because they want a safe haven for their money with guaranteed interest rate. Learn economics before you rant like running a country is the same as balancing a checkbook to pay your bills. It's not.
