In the book "Can the boat sink the water?" it's easy to understand the complicity between the two bureaucracies, that of the party and that of the government. Acting together, they appropriate the resources of the State. Any excuse is used in order to collect taxes and payoffs: there are 93 categories of taxes at the central level and 269 at the local level. Read this book is a rich source of information and a moving description of farmer's lives as well.

Toxic waste was regularly (and illegally) shipped from european countries to China. It was then reused as raw materials by chinese factories for the making of products later sold to the rest of the world (proudly "made in China"!).
This traffic has been broken yestarday, after an investigation started on 2005.
