its not suppose to be taken seriously. it was just information presented in a creative manner because the joker's quote seem to describe some of these events. in reality, the bailout bill does have to do with printing more money. do you even know how the federal reserve works? it works whene the government wants a dollar they go to the FED and the FED prints the dollar at the cost of a dollar and interest. in this sense, the USA just buys up debt because the FED isn't FEDERAL at all.
