You have to tap the A and B buttons super fast and then hit up. It was hard to do on an emulator, I can't imagine doing it on an actual GameBoy.

ugh... I have a The Legendary Starfy game that recently came out it's pretty easy but even though I got it over two months ago I still haven't beat it. Why? The final boss is a multi-stage boss and unlike the other bosses is extremely hard the last stage I got to you had to press the Y button with incredible speed. It's ridiculous!!!
