French was an alt until 7/11 & didn't make donations after that day. Alts can make donations; they aren't on the committee. He wasn't a commission member in the 2008 POTUS primary. See Gen Provision Section 665:1.

The reason the terms usually start in July is because that is when the prior commissioner's term runs out, but there were no prior commissioners. They all resigned, most likely because of the unfair panels, with FAKE (R)'s who are really (D)'s
That is why French was appointed, because the Governor had NO appointees on the commission and that's why his EFFECTIVE date is 10/6/2010
