Being in water comforts an infant because they were suspended in liquid when they were in the womb. Swimming helps blood circulation which can be vital for a child's development. And the child is within arms reach so no harm will come to the child.

It's not the swimming that worries me at all, I know that this is a perfectly natural thing for a baby, as in the womb they are submerged in water. What worries me is that you are not supposed to let babies swim till they are 3-4 months old, as they need to have their injection against various diseases. That could harm the baby here, I hope that it turned/turns out OK though.
