@BloodSharpenedFang You need to have the Eye of the North expansion pack installed. Towards the end of the expansion you come to an outpost called the Central Transfer Chamber. There's a dwarf there who will give you the gloves in exchange for 250 destroyer cores which are dropped by destroyers or can be bought from other players.
