I heard they may build a tunnel from the isle of Lewis to mainland Scotland. is this true?

I've been on this ferry 5 times in 4 years. Lovely views but the dolphins/porpoises/whales never surface for me. I thought the slimy bastards had to come up to breathe. Seems they only come up when the harpoons are out.
