rasta is a short term for rastafari, a religion. and in that religion smoking ganja or marijuana or weeds is something spiritual. Reggae came into existence because of the Jamaican people, and most of them are Rastas.

To make it short reggae should not mean that you should smoke weeds. It does not follow.

However, if you are a rastafarian you should, as i may say, smoke weeds for your spiritual act. That is even if you dont listen to reggae music.
