the answer is simple. the machines saw the humans as a problem not for them, but also a problem to the planet. so with all the power they got from the humans, why would they need to make the fans? or for that matter, when? the humans were A-holes to the machines all the time so there was no way they had to build something like till after the humans were caught. and being that they had the humans in the machines, they just used then as batteries. It all makes sense to me.
