I think this was always leaning in the direction of France winning. The entire episode is about one chef and how his restaurant has to close down because of the economic downturn of France at the time.... so this entire episode is like an homage to these French chefs and possibly trying to draw attention to the cooking in France.
I would have been very surprised to see Japan win after they put so much effort into making France look good.
I suspect that this was done almost as a favor to the chef, to help publicize and save his restaurant. After all, he is a world-class cook, and of all people the chairman would hate to lose good food to a poor economy.
i don't think any judge tried to "favor" the chef of their own country. We all tend to like the food and flavor that we grew up with, that's why even though sometimes I like to eat other food but my favorite is still my own food

okay not everywhere in the world is like japan. the french chefs were probably told to score between 10 and 20 and because france is not japan, they actually judged honestly, instead of giving diplomatic polite scores. the japanese judges usually never go below 15 and usually never give more than a 2 point different out of courtesey.
there is nothing wrong with the french judges being honest. they are both chefs whereas all the other panelists are either food critics or actors.
Japanese one is too much outlooking.

Well, Kishi is a renown culinary critic, while the Lower House member and Photographer (although both are great judges) are merely gourmets. :)
