Actually, the girl tripped on him on ACCIDENT.

The ref moved his left foot, but didn't have a chance to move his right foot.. She tripped on his right foot.

In fast motion, it does look like he tripped her... LOL... but if you watch it in slow-mo, you can tell it was the girl. It's like when doctors tap your knee and it automatically moves - the girl knocked into his knee.
