This is disgusting. I understand budget cuts and hard times have made it difficult for smaller shelters to provide exactly what the animals need, but really? This is horrible. These dogs don't even have warmth or bedding at all! It's winter, it's freezing, I can't imagine how sick those dogs must be. Poor poor things. USE YOUR DONATIONS WISELY!!!
