@kryckeestrooff Doing a bit of reading, and I'm fairly certain as I had initially assumed that when settlements occur in the case of police brutality, insurance companies are not paying for it, the payouts are through the funds of the local governments involved and the district attorneys  office authorises it. This is definitely the case in the US although I am not 100% sure about the procedure in Australia. Perhaps you could cite some sources rather than just raging.

Hard to tell whether he did that on purpose. The horse seems pretty antsy to me and seemed to surge forward as horses sometimes do. You can see after the event the horse is still agitated. I can say from experience when a horse wants to surge forward like that there's not much you can do to stop it. You would expect a police horse to be calmer, but my feeling is that 'rush' into the crowd wasn't directed by the policeman.
