brake lights flashing?

It's normal for LED brake lights, they pulse above the normal operating power of the LED, this way they are brighter than they would normally be without burning out. You don't normally notice with the naked eye but a camera sometimes picks it up, much like the refresh lines on a cathode ray tube display.
