The greatest jump from San Andreas would be the graphics. The lighting and everything is incredibly real and accurate.
The gap between this and GTA3/LCS is the city. Rockstar seems to have completely redone it, and it actually looks like NYC (VERY MUCH like NYC).
Notice the little tiny things and effects (people reading papers, birds flying by) are also a big improvement.
I think this is the closest to reality that any video game in history has gone.
