These words were not spoken by Newt Gingrich, and if you took the time to do the homework you'd note he is not, and never has been of this mindset. Strange because in the days of the Roman Empire, Latin was the "language of prosperity" and the old Germanic languages that would eventually become English were spoken by "barbarians." In Chaucer's England French was the formal language of elites and English was spoken by the lower classes. (A few centuries before that, Richard the Lionheart, the King of England, likely didn't even know English).
