It was not so "innocent" as you describe...some passengers were indeed poliitcal activists with no intention to terrorise or fight, but others - at least 50 of them - belonged to a radica terrpr group - IHH - that is connected to Al Qaeda. They were armed, and even shot some of the solders with rifels, and used knives. Some of them even left suicide letters and suicide video recording before going on the ship!
