The puppy's behaviour is not balanced and that is why the other 2 dogs are biting his neck and legs to regain the balance and put him back into his correct position as the smaller and submissive pack member, not the pack leader! The other dogs are acting correctly for pack animals.
It is actually the complete opposite and is more healthy for the puppy for them to put him in his. That puppy is developing obvious behavioural problems as in the dog world the young and smaller members of the pack always respect and never challenge the pack leader. This is how dogs toughen up their pups, these dogs are freaking tiny and need to be able to defend themselves, even if it is with "noise and nips". The parents are not hurting it, they are training it.
Other dogs do this to their pups too, the mother will single out the weakest one and annoy it until it stands up for itself, giving it a chance to be able to compete in the pack.
This little pup will be very gutsy when it get older, because the parents are teaching it, even if adopted parents

@suprmax lol shut up, they're tiny nibbles - not even getting his fur wet never mind making a scratch - puppies learn not to bite too hard from playing with other puppies in the litter from a very early age, they carry this with them for the rest of their lives unless if a human intervenes. This is clearly play fighting, the dogs didn't even snap, I certainly hope you were taking the absolute piss with your comment, or trolling, as it would be very stupid to even suspect that this is dog abuse.
