You aren't supposed to flush sanitary napkins, ever. There are some who would prefer that women not flush tampons, but those are usually not a problem unless you try to flush a plastic applicator. And you aren't supposed to flush the plastic wrapper of the pad, either. I don't care if the toilet didn't clog immediately; it will mess up the system sooner or later.
@giganteio Where did you get the idea that the pipes don't clog when pads are flushed? Even if you think you've gotten away with doing this so far, it's not a good idea to tempt fate. Also, most cities have sewage treatment and the officials would probably tell you that flushing pads, wrapper and all, is not what they meant by "solid waste."

First, the toilet and pipes don't clog with those and bigger loads (it's tested multiple times), and
second, my city's have sewage treatment plant, so, the solid waste collected and the water cleaned.
