think it's character related. And you'd have to be on good speaking terms with them. If you're corrupt, then recruiting them would be unlikely.

ie; you use that particular character. As they've come from the same series.

Kira = unlocks Lunamaria

Seabook = unlocks Sarah

(Official Mode) Judau = unlocks everybody mostly all characters within his universe of MS Gundam ZZ etc...
