And patriots are defensive weapon but it can be used offensively as well(original design of patriot was not for missile shield). Shields and spears? Around 770BC-221BC the Islands were already mentioned as Chinese in 山海經 and in Ming dynasty books as Chinese in 順風相送. Does Japan have such strong evidence? Lol? Are you serious? Go pick up a history book and read it. Republic of China was formed to unify China together. Now when the Communists came in, the RoC had to retreat, so they retreated to Taiwan. So thats why Taiwan was also called RoC. But Taiwan hated that name, so it removed it and called themselves Taiwan. RoC still exists, but is no longer called RoC. And PRC was a new government installed to replace RoC when they took control of Mainland China. So thus, all policies prior are invalid.

The problem are the limitations of the Japanese constitution (Article 9) does not allow Japan to fight back offensively. There has been political pressure by some conservatives to change the policy. The DPRK does not have a very good, up-to-speed navy, and committing troops to Japan would make the DPRK more prone to South Korean invasion. The ROK would undoubtably end up in this war if the DPRK declared war on Japan. The ROK would more likely side against the DPRK, despite past political tensions with Japan.

Anyways, if Japan did shoot it down and declared "war" on Japan, it would not be a conventional war per-say, it would be an argument over rockets.
North Korea may have a larger military than Japan, but it still could not invade Japan, Island nations are very hard to invade (which is why back in WWII the US knew they would have difficulties invading Japan just as the Germans would have difficulties invading Britain.
