Well, if you have pokémon Fire Red or Leaf Green, go to Indigo Plateau and talk to a guy near the pokémon healing machine. He will say that Lance has a cousin who is a Gym leader far away... I'm pretty sure he's talking about Clair, but chances are too that there's a dragon gym leader in Hoenn or Sinnoh, I don't know...
