There have been a few songs in Mega Man games that sound so similar to actual songs. There's another stage that sounds like an REM song off the top of my head.

Also a worthy note: most characters in mega man are named after musical genres. IE Rock and his sister Roll. Protoman is actually named Blues. Bass is actually named Gospel I believe. So I don't think it'd be far fetched to assume it was on purpose.
