This was the first trance track I heard as a kid, it took me over ten years to find out who really made this track, I always knew it wasn't Robert Miles, as I was also a big fan of him back then.
Actually, the album Flood was never released. I'd be interested to know where you obtained the cover art.
The band BCDANCE was signed to Virgin Records, South Africa. They were a group of four musicians from Johannesburg. The song here was titled Rain and was a reworking of the song "I like Chopin" by Gezebo (from the 80's) which BCDANCE did in a Robert Miles-esque style. The track was mixed at Downtown studios in Johannesburg on an SSL desk and the band was awarded co-writing credit by Gazebo.
@geoidesic Wow, how do you know all of that? I've not been able to find out anything about them. I found the whole album on the Internet a long time ago now, the cover art was included.
Beautiful. This sub-genre was popular in '94 - '97. And you still can find a dj's who making similar like this. Now days it is Progressive House/Trance.

Search for it on discogs dot com. In case there's any doubt. Some people seem to think this was by Robert Miles... can't imagine why ;)
