As smartyxsnod said, it really is a 'ladylike' term just for going potty! Many women's restrooms had face powder available to pat down the shine one gets on her nose. Just like some men's rooms have cologne etc. Calling it the "powder room" became a nickname & so 'powdering one's nose" meant both potty & primping. ~.^ * (imagine "more you know rainbow here)
