Honestly, this match is so horrible for Dic, it's scary. Seth is annoying against any character, but Dic is basically like Guile on his wakeup in this matchup, since he gets crossed up so often and loses his charge.
One has to predict Tanden Engine (21~26f) and act pre-emptively. Human reaction time is around 200ms (0,2s). That's 12 frames. But only if we're expecting it to happen.
In this matchup Seth has a pretty good advantage on Bison if Bison gets knocked down with no meter. So don't diss on the guy because he isn't busting out the FADC scissor kick combos and just running in there to get destroyed.
