I need to consult with my staff or at least the part of my staff that I told to read that section of the bill. I will get back but in the mean time p remember the actual bill is not overly specific in detail but mostly authorizes the establishment of boards, committees, oversight agencies such as those on minority healthcare issues etc. Whites don't need such a committee. After we pass the bill then those committees etc will come up with guidelines that govern you. Don't worry you can trust us.

It would be nice if someone - anyone in power- would read the bill in its entirety. At the very least, it would instill confidence in our leaders and the bills for which they support.

It wouldn't matter if they each read the bills, they wouldn't understand them. These bills aren't being written by our representatives but by entrenched staffers and "experts." The legislators aren't particularly smarter than you or better prepared to anguish over issues. It's just that they enjoy exercising authority over others and being fawned over.
