For anyone interested the pokemon you find is based on the special attack of the pokemon you fight before. So the rattata had a special that correlated with the nidoking! You can use the same glitch to get mew if you fight the right pokemon before

u can get lvl 100 pkm, only pokemons who has 3 evolves, example, nidoking, nodiqueen, use growl to lower the level, also i found lapras, hitmonchan, gengar, mew, omanite, magmar and normal pokemons using the mew glitch on diferents trainers of all the map, but this glitch works before enter safari zone, later only will apear missigno and will destroy the save game...so dont enter safary zone

I've been doing this glitch for awhile now, I have encounter a Nidoking, Lickitoung, Execute, and the other ones listed. I wonder if there is a variable in the actions you do leading up to the random pokemon appearing, I thought it was how many times you use growl.. any opinions?

If I am right, the pokemon that appear in forest depends on pokemon which u find before u enter there.

Next you asked, how many time i used growl. I used it 6 times. It's simple rule, if u don't use growl, pkmn i forest will have lv 7, if u use growl 1 time, pkmn in forest will have lv 6 etc.

Moon, which can only be done after defeating Brock. weird, isn't it? the only other way he could've gotten it was cheating.

@glint20 the way the glitch is set up, you would have ran into a level 7 (I think) Nidoking instead. By using a stat lowering move, you lower that level by 1 each time, thus setting it to 1 here. The other glitch back then was leveling from level 1 took you straight to level 100.

It's like this:

Pokemon has an EV and an IV system. IVs are completely random stat boosts and defects. This is not related to natures, which don't exist on R/B/Y. EVs are called "Effort Values." Each pokemon fainted by your pokemon nets a certain number of EVs for Attack, Defense, Speed, and special. When A pokemon gets 4 EVs in a certain stat, that stat increases in value by 1. 510 EVs can be placed on a single pokemon at once, and 255 for a single stat.

The types of EV obtained depends on the pokemon fought. A fainted Pidgey, no matter the level, gets you 1 EV in speed. That, is why a trained pokemon is stronger than a wild one.
