I found out I you have extract the files when after you download PMD and MMD. A file window should pop up then try opening you PMD Editor or Miku Miku Dance Program. Then a Run window will pop up saying Extract Files, Run, or Cancel. Click Extract files if you don't do this for MMD the models will have no color their eyes when you load them.

If a box pops up saying you need a certain runtime for the PMD and it has like a "V.(a list of numbers)" then type in the "v" with the correct dots and numbers into your search box. most likely there have been people who needed the extension also. so then you download that and try again/ that will usually help! whoo!
