If the Glass/Steagall act was still in effect, this kind of garbage would have never occurred. Since the 1930's it had protected the economy, because it forbid banks and securities to be separate from each other. In 1996 the Congress repealed the act with constant lobbying from wall street and the investment banking concern's, where they were sure they could make a killing. They made a killing all right, they managed to destroy our economy in turn for their greed.
