GPS is impossible with a PSP. To do this, you must have a sattallite tracking device built into the PSP. Thats not to say that having a map built into your PSP is not impossible.

you can probably run it on a cfw, but then you'd need to mod your psp, which isn't recommended without expert (and i mean super geek like me) supervision.

You'll need to install custom firmware, which is a software hack.. you pre-load the map on the memory stick so no internet is required..

The map is generated from google maps and some other vendors via provided gmdl tool software for windows

yes you still need to generate or get the map for your area.. the gps would only provide the location coordinates to pinpoint you on the map...Getting the entire US map may prove to be difficult, but if you have 2-4Gb memory stick you should be able to fit a detailed map for a few states which is be enough for most of the users. You can greatly reduce the file size, if you are willing to sacrifice the coverage or resolution of the maps...
