I'm not sure what our player (Kaguya) was doing that first hand outside of aiming for closed sequential melds. Trading out the pair of Wests for Dragons was luck, but then they discarded both Dragons, and started playing around with the bamboo tiles. It seems obvious they were hoping they might get a 5-circle but they weren't thinking at all about getting eyes.

Prioritizing the white Dragon over the 5-character that late in the game with only one other discarded was dangerous.
