The pilot is doing a normal landing. This is filmed at RAF Waddington, Lincolnshire. The people who are under the threshold/landing lights are the ones being dangerous. That is why road traffic is controlled by traffic lights during landings and take offs. Being under the approach lights is a dangerous place to stand and also up against the red and white fence. I've seen that fence being blown down by jet wash a number of times.
