I would assume the "F's" were mostly Timmy's faults. There were episodes where TImmy makes himself smarter, thus allowing him to get A's. Ex: I believe that in the episode where Timmy wishes he could mind read. Crocker asked him numerous questions, which timmy answers correctly which forces crocker to give timmy an "A".

Getting the "F's" was Timmy's fault not Crocker's.
