The big question will be if he can find a judge on the payroll that will alow him to run. Under ILL. law he has to be a resident for 18 months. So on that alone he shit out of luck. This is one of the best examples showing the conformity of our government's mode of operation, with the Hegelian Dialectic: Thesis+Antithesis=Synthesis. In "street" terms: Problem+Reaction=Solution. Our government wants to offer the solution to all of life's "problems" and we want to continue to be lazy and just accept whatever solution they present to us, because it's "good enough" for our lazy asses. The fact that they engineer the problems doesn't help things either.
