Perl Tutorial 40 - Create & Parse a Simple Query String

I might be jumping ahead of myself. user.cgi returns the result of list of video( is display with the url), and the above script captures the query string from the url, so the above script will be a link on the url page? (so as to send query information back to server for further action)
