The president can only do that by submitting a waiver to congress explaining, in detail, why and how there is a threat to national security. Now really, does it seem likely that congress is just going to let him do that? I think (not sure) that the Jews from Israel, didn't believe Yeshua rose from the dead (yes?). That could explain why God parted the red sea for them?.
